What is that animated Christmas movie???

I thought it was called "Kris Kringle" .....it has him getting into trouble for delivering presents and the Mister Ice guy plus there was a mayor or something called burger-mietser/miester-burger...I dunno something like that! Does anyone know this? Thanks in advance!
