We are separate individuals whose paths (ie life experiences) are tangent to the experiences of others. In other words, we cross paths with each other but our paths are different. We are going in circles but sometimes we take a path that leads us along someone elses circle, the way a tangent intersects with a circle. The tangents we all thus create in turn define new circles. The poet is drawing on his knowledge of geometry with this metaphor.
